A Vándorlók és Útonlévők Pápai Tanácsának Üzenete a Katolikus Nemzetközi Bizottság

a Cigányokért / CCIT / Tagjai részére.

Kedves Testvérek!
A Katolikus Nemzetközi Bizottság a Cigányokért éves találkozója különös alkalmat kínál
számomra, hogy átadhassam szívélyes üdvözletemet a szervezőknek és minden Esztergomban
megjelent résztvevőnek. Szeretném megköszönni Claude Dumas atya, szívélyes elnöki
meghívását, melynek sajnálatomra személyesen nem tudtam eleget tenni. Mindazonáltal
szeretném önöket biztosítani jelenlétemről, melyet e találkozó munkájának megnyitására
küldött rövid üzeneten keresztül, valamint a találkozójuk témájához: „Európa, az egyházak és
kultúrák találkozása az irgalmassággal” kapcsolódó néhány gondolatom megosztásával
kívánok érzékeltetni.
Ez a témaválasztás a romák és vándorlók népe között végzett küldetésetekben a kezdetekhez
való visszatérés vágyára utal, melynek kiindulópontja Jézus, „az Atya irgalmasságának az
arca”/ 1 /, valamint arra, hogy Őt hirdessétek testvéreiteknek, az Egyháztól kapott
megbízásotoknak megfelelően. Ezen felül a Szentatya, Ferenc Pápa iránti tisztelet kifejezése
is, aki az Egyházban meghirdette a Kegyelem Évét, az Irgalmasság Rendkívüli Szentévét,
mely arra emlékeztet minket, hogy „vannak pillanatok, amikor még sürgetőbb meghívást
kapunk arra, hogy tekintetünket az irgalmasságra szegezzük annak érdekében, hogy mi
magunk is az Atya cselekvésének hatékony jeleivé váljunk”. / 2 /
Választásotok összhangban van azokkal a buzdításokkal is, melyekkel a Szentatya a 2015
október 26.-i audiencián elmondott Beszédében / 3 /a Romák, Szintók és más cigány
csoportok zarándoklatának résztvevőihez fordult.
A Szentatya azon alkalommal kifejezte óhaját, hogy a Romák népe számára is „kezdődjék el
egy új történelem, egy megújított történelem megírása. Nyíljon meg egy új lap! Eljött az idő,
hogy kiirtsuk az évszázados előítéleteket, az előítéleteket és a kölcsönös bizalmatlanságot,
melyekből gyakran származik diszkrimináció, rasszizmus, és idegengyűlölet. Senkinek sem
kell elszigeteltnek éreznie magát, és senki sincs feljogosítva arra, hogy mások jogait,
méltóságát lábbal tapossa” / 2015 októberben elmondott Beszéd /. Ami rátok tartozik nem
más, mint hogy alkalmasak legyetek ezen összetett feladat elvégzésére s megadni a
részetekről szükséges erőfeszítést. Ehhez éppen ”az irgalmasság lelkületére van szükség,
mely arra hív fel, hogy küzdjünk azért, hogy mindezek az értékek biztosítottak legyenek.
Engedjük hát, hogy az irgalmasság Evangéliuma felrázza lelkiismeretünket és nyissa ki
szívünket, nyújtsa ki kezünket a leginkább rászorultak és kirekesztettek felé, kezdve azokkal,
akik legközelebb állnak hozzánk. / Uo. /
Az Irgalmasság Éve, melynek napjait éljük, világosan rámutat, mennyire szükségünk van
Isten szeretetének megtapasztalására, s nemcsak nekünk magunknak, hanem Roma és Szintó
testvéreinknek is. Szükségünk van továbbá annak megtapasztalására is, hogyan járja át ez a
szeretet létezésünk minden dimenzióját, különösen a hitünk és annak kifejezési módjait
valamint, társadalmunkat és a kulturális közeget illetően, melyben élünk. Az irgalmasság „az
öröm, a derűs nyugalom, és a béke forrása”, „üdvösségünk feltétele” és „az alapvető
törvény, mely minden ember szívében ott lakik, aki őszintén tekint a testvérre, akivel az élet
útján találkozik”- írja a Szentatya, Ferenc pápa, az Irgalmasság Rendkívüli Szentévét
meghirdető Bullájának, / MV / Misericordiae Vultus 2. passzusában.
Témátokat illetően megállapítható, hogy az irgalmasság az Egyház a kultúrák és Európa
közti találkozás helye, ám egyúttal az Egyház és a társadalom összetartozását is ki kell
fejeznie, keresve a közeledés megfelelő módját annak érdekében, hogy megszülethessenek az

együttlét új formái, melyek az igazságon, a szolidaritáson, a testvériségen és a békén
nyugszanak. Az irgalmasság mindezen célok eléréséhez megmutatja a jó utat, vagyis a
visszatérést Ahhoz, aki az egész emberiség számára kinyilatkoztatja az irgalmas Isten
szeretetét, Krisztushoz, az egyetlen Megváltóhoz.
Szent II János-Pál, Isten Irgalmasságának nagy hirdetője, Dives in Misericordia c.
Enciklikájának 13. passzusában ezt írta: az Egyház „hiteles életet él, akkor, amikor
gyakorolja és hirdeti az irgalmat, a Teremtő és a Megváltó csodálatos és kizárólagos sajátját,
s amikor az embereket a Megváltó irgalmának forrásához vezeti, melynek ő a letéteményese
és adományozója. E gondolatmenetben Ferenc Pápa arra emlékeztet, hogy: „az Egyháznak az
a küldetése, hogy hirdesse Isten irgalmasságát, az evangélium dobogó szívét, melynek általa
kell eljutnia minden ember szívéhez és elméjéhez. Krisztus Jegyese magáévá teszi Isten Fiának
magatartását, aki válogatás nélkül közeledik mindenkihez” / MV 12 /. Ahol az Egyház jelen
van, ott jelen kell lennie az irgalmasságnak is. Minden olyan helyen, ahol keresztények
vannak, plébániákon, közösségekben és egyesületekben meg kell születniük a könyörület és
az irgalmas szeretet oázisainak / Vö. MV 12 /. Roma és Szintó testvéreink evangelizációjában
és minden érdekükben végzett tevékenységünkben, hagyjuk vezettetni magunkat a Jubileumi
Év jelmondatától: Misericordes sicut Pater / Irgalmasok, miként az Atya /. Kérjük Istentől az
irgalmasság kegyelmét, hogy mindenki, minden Roma, Szintó, vagy Yénis, akikkel az élet
útján találkozunk, képes legyen bennünk felfedezni irgalmas szeretetének szikráját és
megtapasztalni végtelen jóságát.
Ez a lelkület arra ösztönöz minket, hogy Krisztus tanítványai életének szabályát kövessük. Ez
a szabály az irgalmasság olyan prioritására utal, mely a másik kultúrájának minden
megkülönböztetés nélküli értékelése és tisztelete elvén nyugszik. A folyamat sohasem
egyirányú, hanem bizonyos értelemben a cserét jelenti. Az irgalom felajánlásával a szeretet
eszközeivé leszünk, de ugyanakkor Isten az, aki megáld minket az irgalmasságával. A
kölcsönösség ezen etikai elve a hegyi beszédből következik: „…mindazt, amit szeretnétek,
hogy megtegyenek veletek az emberek, tegyétek meg ti is nekik” / Mt 7, 12 / és a szeretet
parancs iránti tökéletes engedelmesség kifejezése: „Szeresd felebarátodat, mint önmagadat” /
Mt 19, 16-19 /; / Vö. CEC 2052 /.
Az irgalmasság ily módon az ember iránti szeretet szolgálatban valósul meg egy alkotó
szereteten keresztül. Mindeközben ne feledkezzünk meg arról, hogy „szeretettel és a Jó Hír
hirdetésének igényével való megjelenésünk önmagában nem elegendő a Cigányok és Gádzsók
közötti bizalmon alapuló kapcsolat kialakításához. /…/ Ezen a kezdeti bizonytalanságon csak
a szolidaritás konkrét bizonyításával s életünk velük való megosztásával tudunk
felülemelkedni” / 4 /. Ez magában foglalja a lélek, a szív és a viselkedés átalakulását mind a
Romák és Szintók vonatkozásában, mind azoknál a népeknél, akik befogadják őket, s ennek
elengedhetetlen következményét egy közöttük megvalósuló hiteles megbékélést. Mind a
megbékélés, mind az együttlét a kultúrák méltányos egymásra hatását jelenti; s ebben a
folyamatban a Romáknak is egyaránt kezdeményezőknek kell lenniük. Mint minden más
állampolgárnak, nekik is kötelességük a szerepvállalás, melyre megvannak a képességeik,
amint erre Ferenc Pápától is bíztatást kaptak, amikor ezt mondta: „törvényeit tiszteletben
tartva s teljesítve feladataitokat képesek vagytok hozzájárulni a társadalmi jóléthez, a
haladásához, s az új nemzedékek emancipációján keresztül a társadalmi beilleszkedésetekhez”
/ 2015 októberi Beszéd /.
Joggal állíthatjuk, hogy a cigány nép egyre inkább kimutatja az iránti vágyát, hogy cselekvő
módon működjön együtt az életét nehezítő problémái megoldásában, ilyenek a
diszkrimináció, a kirekesztés, a rasszizmus, valamint a munkához, az oktatáshoz, az egészségi
ellátáshoz és lakhatáshoz való jog megtagadása. Az Európai Tanács kebelén belül különböző
csoportok / 5 / alakultak, melyek a Romákra és Szintókra vonatkozó tervek és programok
megvalósításában készek az együttműködésre. 2015-ben egy új munkatervet dolgoztak ki

hároméves időtartammal / 2016 – 2019 /: „Thematic Action Plan for the Inclusion of Roma
and Travellers” címmel. Ebben három főbb prioritást jelöltek meg: 1 / határozott fellépés az
előítéletekkel, a diszkriminációval és a cigány népesség elleni bűncselekményekkel szemben,
2 / újító modellek bemutatása az inkluziós politika részére a leginkább sebezhető személyeket
érintően, 3 / újító modellek bevezetésének elősegítése a helyi szinten jelentkező problémák
orvoslására. Ezen felül a nemzetközi Szervezetek és a Romák és Szintók számos Nem
Kormányzati Szervezete köteleződik el két súlyos seb gyógyítására, melyek Európa számára
szégyenletesek, a Romák és Szintók számára fájdalmasak: ezek az egyre inkább terjedő
cigányellenesség jelensége, valamint a nő- és gyermekkereskedelem Roma és Szintó
közösségekben.
Az Irgalom éve emlékeztet az egyetlen útra, melyen haladnunk kell, ha személyek közötti
igaz kapcsolatok kialakítására, valamint a testi és lelki irgalmasság gyakorlására törekszünk.
Ez az út alkalmas megoldásokat sugall azokban a szükséghelyzetekben, melyek közepette
élnek az emberek. Ebben az összefüggésben fontos hangsúlyozni, hogy az irgalmasság
gyakorlása egy kétoldalú folyamatban valósul meg, melyben az egyik fél az irgalmas, a másik
pedig, akivel szemben az irgalmasságot gyakoroljuk. Arra kaptunk meghívást, hogy megéljük
az irgalmasságot, s hirdessük azt „mert ő előbb volt irgalmas velünk” / MV 9 /
Az Egyház irgalmas s nemcsak akkor, amikor megtérésre, bűnbánatra, a károk megtérítésére
hív, hanem akkor is, amikor védi a szenvedők, a társadalmi, vagy ideológiai rendszerek
áldozatainak jogait. Élnünk kell a szükséges bátorsággal, hogy leleplezhessük azokat az
igazságtalanságokat, melyeknek ma is áldozatai a cigányok, hogy a szegény, megvetett és
elnyomott Romák szükségleteire cselekedetekkel válaszolhassunk. Mindezek részünkről
elvárják, hogy a „szeretet képzelőerejéhez” forduljunk, – ahogyan Szent II János-Pál
fogalmazott a Novo millenio ineunte c. Apostoli Levelében / n°50 / – mely abban a
képességben is áll, hogy közel menjünk a szenvedőkhöz, és szolidaritást vállaljunk velük.
Mindeközben szükséges, hogy a segítségnyújtás gesztusa ne megalázó alamizsnában
fejeződjön ki, hanem a testvéri osztozás formájában. Úgy kell viselkednünk, hogy a szegények
minden keresztény közösségben „otthon” érezzék magukat / Uo. /.
Az irgalmasság optikáján keresztül, a szekularizáció és a vallási relativizmus korában, Európa
arra kap meghívást, hogy felfedezze keresztény gyökereit, hogy az olykor tanácstalan,
bizonytalan és eltévelyedett állampolgárainak felajánlhasson egy méltó társadalmi és
kulturális környezetet, melyben lehetőségük van hitüket mindennapjaikba integrálni, s az
Isten parancsolatai szerinti cselekvésre. A kultúrák is felhívást kapnak arra, hogy lemondjanak
minden olyan megnyilvánulásról, mely ellentétes az emberi személyiség méltóságával és
kezdjenek el „egy párbeszédet s hogy ez hatékony lehessen, kiindulópontként birtokában kell
lenniük annak a mélységes meggyőződésnek, hogy a különböző szereplők sajátos
önazonossággal rendelkeznek” / 6 /.
Mielőtt mondandómat befejezném, szeretnék önöknek köszönetet mondani a szeretet
tanúságtételéért, melyet szolgálatuk által minden nap gyakorolnak, a szavak és gesztusok által
közvetített irgalom fáradhatatlan hirdetéséért, melyek lehetővé teszik a Romák és Szintók
számára Isten szeretetének és az üdvösség kegyelmének megtapasztalását. Kívánom, hogy
örömmel tudják fogadni Ferenc Pápa meghívását, mely arról szól, hogy legyenek cselekvői az
irgalmasságnak és tanítsák körükben ezt a „mesterséget”, mely nem könnyű.
Az irgalmasság Istene legyen könyörületes mind önökhöz, mind azokhoz, akik önöknek
kedvesek, családjukhoz, közösségeikhez.

Message of the Pontifical Council for the Pastoral Care of Migrants and Itinerant People
to the Members of the International Catholic Committee for Gypsies (CCIT)

(Esztergom, Hungary, 8-10 April 2016)

Dear Brothers and Sisters,

The annual celebration of the meeting of the International Catholic Committee for
Gypsies offers me a joyful occasion to extend the most cordial greeting to the organizers and all
the participants gathered in Esztergom. I thank Father Claude Dumas, the President, for his kind
invitation, which unfortunately I cannot honor in person. However, I wish to be present with this
brief message to wish the success of the meeting and to share with you some reflections on the
theme of your gathering: “At the crossroads: Europe, churches and cultures in the face of
mercy.”
This choice indicates the desire to return to the origins of your mission among the Roma
and Travellers’ populations, which finds its beginning in the encounter with Jesus Christ, “the
face of the Father’s mercy”, 1 and in the desire to communicate it to others under the mandate
conferred on you by the Church. Moreover, it is a tribute to the Holy Father Francis, who has
given the Church the Year of Grace which is the Extraordinary Jubilee of Mercy, reminding us
that “at times we are called to gaze even more attentively on mercy so that we may become a
more effective sign of the Father’s action in our lives.” 2 Your choice arises also in tune with the
exhortation that the Pope himself has addressed to the participants in the pilgrimage of the
Roma, Sinti, Gypsies and other groups, in his speech held during the audience of October 26,
2015. 3
On that occasion, the Pope expressed the hope that also for Roma people “may start a
new phase, a renewed history, so as to turn the page! The time has come to put an end to age-old
prejudices, preconceptions and mutual mistrust that are often at the base of discrimination,
racism and xenophobia. No one must feel isolated, and no one is authorized to trample on the
dignity and rights of others” (Address 2015). What enables you to make your contribution for
the realization of this complex task is, in fact, “the spirit of mercy that calls us to fight in order to
guarantee all these values. Therefore, let us allow the Gospel of mercy to shake our consciences
and let us open our hearts and our hands to the neediest and most marginalized, beginning with
the ones closest to us” (Address 2015).
The Year of Mercy that we are living shows us how much we need to experience the love
of God, we and our brothers and sisters Roma and Sinti, and how this love should permeate all
aspects of our lives, especially our faith and its expressions, our society and the culture in which
we live. Mercy is “a wellspring of joy, serenity, and peace”, “our salvation depends on it” and
“the fundamental law that dwells in the heart of every person who looks sincerely into the eyes of

his brothers and sisters on the path of life”, writes the Holy Father Francis in no. 2 of the Bull of
Indiction of the Extraordinary Jubilee of Mercy Misericordiae Vultus (MV).
In reference to your theme you may find that mercy is the place of encounter between the
Church, cultures and Europe, but it must also be the point of convergence for the Church and for
society in the search for appropriate approaches to give new forms of conviviality based on
justice, solidarity, brotherhood and peace. Mercy also indicates, in each of these realities, the
right path to return to the One who revealed to all humanity the merciful love of God, to Christ,
the only Savior.
The great herald of God’s Mercy, Saint John Paul II, in his Encyclical Letter Dives in
Misericordia, no. 13 wrote, the Church “lives an authentic life when she professes and proclaims
mercy – the most stupendous attribute of the Creator and Redeemer – and when she brings
people close to the sources of the Savior’s mercy of which she is the trustee and dispenser”. On
this same line Pope Francesco recalls: “the mercy of God, the beating heart of the Gospel, […]
must penetrate the heart and mind of every person. The Spouse of Christ must pattern her
behavior after the Son of God who went out to everyone without exception” (MV 12). Where is
the Church, there must also be clear mercy. Wherever there are Christians, parishes,
communities and associations, they must rise oasis of charity and merciful love (cf. MV 12).
Therefore in the work of evangelization of our brothers and sisters Roma and Sinti, and in all our
activities in their favor, let us be guided by the motto of this Jubilee Year: Misericordes sicut
Pater (Merciful as the Father). Let us ask God the grace to be merciful so that every person,
every Roma, Sinti and Yenish we meet in the streets of life can see in us a spark of his merciful
love and experience his infinite tenderness.
This spirit drives us to make our own the rule of life of the disciples of Christ, that rule
which provides for the primacy of mercy imprinted on the principle of recognizing and
respecting the culture and dignity of others, without distinction. It is never a one-way process,
but becomes a kind of exchange. While giving mercy we become instruments of charity, but at
the same time God blesses us with his mercy. It is the ethical principle of reciprocity that flows
from the Sermon on the Mount: “in everything, do to others what you would have them do to
you” (Mt 7:12) and it is a perfect expression of the observance of the commandment: “love your
neighbor as yourself” (Mt 19:16-19) (cf. CCC 2052).
Mercy, therefore, is expressed in the service to human beings in charity and creative love.
However, you know that “merely approaching Gypsies with love and the desire to proclaim the
Good News is not sufficient to create a relationship of trust between Gypsies and gağé pastoral
agents. […] Overcoming this initial attitude may come about only through concrete
manifestations of solidarity also by sharing its life.” 4 This implies a conversion of mind, heart
and attitudes of both Roma and Sinti and host populations, with the consequent need for a
genuine reconciliation between them. Both reconciliation and communion require the legitimate
interaction between cultures; in this process, the initiative must also start by Roma. Like all
citizens, they too can and must do their part, as well as Pope Francis urged when he told them
“you can contribute to the wellbeing and the progress of society, respecting the laws, fulfilling
your duties and integrating yourselves also through the emancipation of each new generation”
(Address 2015).
It is fair to note that, increasingly, the gypsy people demonstrate the desire to actively
cooperate in solving the problems that plague their lives such as discrimination, marginalization,
racism and denial of the rights to work, education, medical care and housing. Within the Council
of Europe several groups have been formed, 5 willing to cooperate in the implementation of

projects and programs concerning Roma and Sinti. In 2015 a new working tool has been
proposed, the “Thematic Action Plan for the Inclusion of Roma and Travellers” for the 2016-
2019 period, in which three main priorities have been identified: 1) to face with more
decisiveness prejudices, discrimination and crimes against gypsy populations, 2) to present
innovative models for inclusive policies of the most vulnerable people, 3) to promote innovative
models for the solution of specific problems at the local level. In addition, International
Organizations and many Roma NGOs undertake to tackle two more shameful sores for Europe
and painful for the people of Roma and Sinti: the growing problem of anti-gypsyism and
trafficking in women and children inside the Roma and Sinti community.
The year of Mercy reminds us that the only way forward to create right relationships is
that of the corporal and spiritual works of mercy that suggest appropriate solutions to the real
conditions of need in which human beings live. In this context as well it is important to underline
that the completion of the works of mercy is a two-way process that involves those who give and
those who receive mercy. We are called to live out of mercy and to communicate the mercy
“because mercy has first been shown to us” (MV 9).
The Church is not only merciful when calling people to conversion, repentance, and to
repair the damage, but also when she stands in defense of the rights of the afflicted persons and
the victims of social systems or ideologies. We must be brave to denounce the injustices of
which the gypsies are still victims and respond with the works to the Roma who are poor,
despised and oppressed. This requires from us a “fantasy of mercy” that, recalling to mind the
term “creativity in charity” used by Saint John Paul II at n. 50 of the Apostolic Letter Novo
Millennio ineunte, means “«getting close» to those who suffer, so that the hand that helps is seen
not as a humiliating handout but as a sharing between brothers and sisters”. So we have to
“ensure that in every Christian community the poor feel «at home»” (Idem).
According to the perspective of mercy, in this modern age marked by secularization and
religious relativism, Europe is called to rediscover its Christian roots in order to be able to offer
to citizens, sometimes disoriented, uncertain and marked by a kind of loss, a just social and
cultural context that allows to integrate faith into daily life, in order to act according to the
commandments of God. Even cultures are called to divest themselves of all events contrary to
the dignity of the human person and begin a dialogue that “must have as its starting point the
intimate knowledge of the specific identity of the various stakeholders”. 6
Before concluding, I wish to thank you for the witness of charity that you offer every day
with your service and for the tireless proclamation of mercy with words and gestures that allow
Roma and Sinti people to experience God’s love and the grace of salvation. I wish you that you
may welcome with joy the invitation of Pope Francis to be agents of mercy and to teach others
this “job” which is not easy at all.
May the God of mercy be merciful with you, with your loved ones, your families and
your communities.
